About - Aviation Security Obligations - The Office of Transport Security (OTS)

Aviation security is regulated in Australia by the Office of Transport Security (OTS) in the Department of Infrastructure, Transport, Regional Development and Local Government through the Aviation Transport Security Act 2004 and the Aviation Transport Security Regulations 2005. The OTS head office is in Canberra and regional offices are sited in Brisbane, Sydney, Melbourne, Adelaide and Perth.

Airports, Aircraft Operators and Regulated Air Cargo Agents must operate in accordance with a Transport Security Program approved by OTS. Airports are responsible for providing a secure area for the handling and operation of aircraft. Airlines are responsible for the secure operation of their aircraft including passenger and airfreight security. Regulated Air Cargo Agents are responsible for providing a secure environment for handling and transporting their airfreight, and for preparing their airfreight for clearance by a Cargo Terminal Operator or Aircraft Operator.
