RACA Security Training - Obligations
RACA or Regulated Air Cargo Agents must ensure employees, who have duties and responsibilities specified in their Transport Security Program, are provided with the training and qualifications to satisfy those requirements. RACA security training and assessment must be provided under the RACA Security Training Framework.
ASIST® is an aviation security training specialist who is registered as a RACA Training Organisation (RACATO) to provide RACA security training and assessment under the RACA Security Training Framework.
The RACA Security Training Framework includes four competencies:
- RACA 1 - Follow air cargo security awareness procedures (this is the airfreight awareness competency).
- RACA 2 - Examine international air cargo in preparation for receiving clearance by CTO or Airline Operator (this is the international airfreight competency which covers regular customers and signing security declarations).
- RACA 3 - Examine domestic air cargo in preparation for receiving clearance by CTO or Airline Operator (this only covers domestic airfreight). RACA 3 is currently unnecessary. All domestic airfreight security procedures are currently covered by RACA 1. When you complete the RACA 1 pre requisite, you will automatically gain RACA 3 accreditation.
- TLIO207D - Follow security procedures (this only covers transport and logistics industry awareness).
Training Accreditation Levels
OTS has established four levels of RACA accreditation, which include one or more competencies:
- Level A accreditation includes one competency - TLIO207D;
- Level B accreditation includes one competency - RACA 1 (ASIST now includes RACA 3 free of charge);
- Level C accreditation includes two competencies - RACA 1 and RACA 3; and
- Level D accreditation includes two competencies - RACA 1 and RACA 2.
ASIST® training is based on training levels and includes an introduction to Regulated Air Cargo Agents for each level of training.
Training Accreditation Numbers
Under the Security Training Framework, training accreditation numbers will include two letters and four numbers, such as D Z9999. The first letter indicates the training level and the second letter with four digits indicates the trainee's individual identifier.
Training Re-accreditation Periods
RACA training accreditation is valid for two years.
